Case managers are a vital part of the Medicaid waiver system, helping families create and manage care plans, monitor health, safety, and wellness, and provide access to resources. However, case managers often face systemic challenges like high caseloads, frequent turnover, and administrative demands, which can limit the depth of their support.

These services go beyond case management by offering consulting, mentoring, and training tailored to your family’s unique needs.

Consulting – Need hands-on support with a project? Whether it’s applying for a waiver, submitting an emergency SCL application, hiring PDS or private pay employees, or strategic planning, Samantha provides expert guidance to help you navigate the process smoothly.

Mentoring – Need ongoing support while navigating the system? Samantha helps with hiring, overcoming administrative hurdles, and advocating for your loved one, offering flexible, personalized solutions beyond system constraints.

No! Unlike Kentucky’s current waiver system, Samantha operates independently, which means there’s no waiting list for her services.

Families can get the support they need without delays, ensuring timely guidance and solutions for their most pressing challenges.

Are Samantha's services covered by my Medicaid waiver?

No, not at this time. Just like insurance plans, Medicaid waivers have strict guidelines about what they will and won’t cover. While waivers provide funding for many essential services, they don’t always cover consultations or mentoring.

These sessions are designed to fill the gaps by offering tailored guidance, practical tools, and strategies that go beyond what the waiver typically supports. Private pay allows for greater flexibility and ensures families get exactly what they need, without restrictions or delays.

Some states have Medicaid waivers that cover these services. Kentucky has not been responsive to efforts to increase access to these services via the Medicaid waiver. If you would like more information about advocating for change, reach out here.

Does Samantha provide the SCL waiver service 'Community Guide'?

There are a number of issues that make providing the Community Guide service challenging in Kentucky for independent providers. Samantha has worked on advocacy to change the regualtions and agency level policies since 2022. At this time, Samantha is only able to support a limited number of SCL waiver participants via the Communtiy Guide service. Questions? Reach out here. 

What payment sources are available for these services?

Understanding that every family’s financial situation is unique, Samantha  offers flexible payment options to make these services accessible. Here are the current options available:

  • Self-Pay: Debit, credit, or check payments are accepted.
  • Payment Plans: Flexible payment plans are available through PayPal Pay Later, allowing families to spread the cost over time.
  • Special Needs Trusts and STABLE Accounts: These accounts can be used to cover service costs.
  • Estate Planning Funds: Families often allocate resources through estate planning to invest in critical support services.
  • Crowdfunding: Some families use crowdfunding platforms to gather financial support from their community.
  • Hart Supported Living Grant: While applications for 2024 are closed, families can apply in April 2025 for possible funding starting in August 2025.
