Subject: Serious Concerns re: Waiver Funding 

Dear Department for Medicaid Services,

I am reaching out not just for my loved one, but for countless families across Kentucky who are struggling to access the care they so desperately need. I am the parent/sibling/caregiver of a person who depends on Medicaid waiver services to live a fulfilling life in the community, and I am heartbroken and frustrated by the proposed 70% implementation of the 1915(c) waiver rate study.

Families like mine are already fighting every day to secure consistent care. Right now, we're facing long waitlists, unofficial delays, and fewer and fewer providers available to serve us. The reality is that access to care is not just an issue—it’s a crisis.

This 70% implementation plan will only make it worse. With fewer resources, providers may be forced to reduce services or, even worse, close their doors. In many areas, families have nowhere else to turn. What happens to our loved ones when the services they rely on disappear?

Moreover, the quality of care is at serious risk. Direct care workers are already underpaid for the critical work they do.

With 69% of services continuing to be reimbursed at current levels, the workforce crisis will deepen, and quality care will be harder to maintain. Families like mine cannot afford to lose skilled, compassionate caregivers who keep our loved ones safe and thriving.

This proposal disproportionately impacts our most vulnerable populations—adults and children with intellectual and developmental disabilities, the elderly, the medically fragile, and others who rely on these services to stay in their homes and communities.

We cannot stand by and watch this happen.

I am asking—pleading—for you to consider the long-term impact this decision will have on families like mine.

Implement the rate study at 100%, or at a level equal to or greater than current rates, so that all waiver services receive the funding they need to survive and thrive.
